Sokka fell for the northern water tribe chief's daughter while he was assigned to guard her.
The northern water tribe got invaded by the firenation and General Zhao made it to the sacred pond where the moon spirit was at.
Zhao killed the moon spirit and waterbenders lost their bending.
The chief's daughter is revealed to have a part of the moon spirit's life inside her after being saved by the moon spirit as a baby.
The chief's daughter gives her life back to the moon spirit, dying in the process but living on as part of the moon.
So Sokka had a girlfriend who turned into the moon.

But Sokka, being retarded, just says it without context in a serious tone. Zuko not sure how to respond to such a ridiculous statement, just nods along and says the line.

I was being hyperbolic for comedic effect but yeah Zuko is socially awkward and has a hard time with basic sympathy and empathy. His entire character arc is learning those things are good. Part of the joke in that scene is that Zuko is being sincere but it comes off awkwardly because so unused to it.

Also he was only able to empathize with Katara because they shared 1 thing in common with their mothers. A regular person with fully developed emotions should be able to empathize with anyone even if they don't share anything in common. And again Zuko learning this is part of his character arc.

Season 1 zuko at his worst has cannonically apologized to his uncle, rescued his crew and taken them to safety, and was even shown to manipulate sympathy when it comes to the necklace. season 2 zuko literally saved a kid from abusive soldiers. he has never had a problem with sympathy and empathy, if anything he had too much of it and that's what got him his scar. You confuse him suppressing it because of his traumatic past with him being poor with it.

He also betrayed Iroh and yelled at him while he was in a cage for not being happy for him that he finally regained his honor in Ozai's eyes. He connected with Katara then immediately betrayed her, he felt bad for that family then went back to the nation they blamed for destroying their family. Zuko was only empathetic in the moment when he had something to gain but ultimately his desires and personal goals won out over that. Having a difficult time with empathy doesn't mean he's never expressed it or is incapable of it. It means that he doesn't know how to give it freely when it's for someone he doesn't have some kind of personal connection to or needs something from. He not a sociopath he was just raised by one in a culture that rewards that attitude.


The real test of character is showing empathy and sympathy to complete strangers which you have nothing to gain from and even shkwing it to people who have hurt or dissapointed you and not retract it when things change. Which, again, is Zuko's entire story arc.amd what he awkwardly tried to do with Sokka.
