Well Hank was drunk so who knows what really happened. Also at that point Hatred was stil mostly a sight gag character so Hammer and Publik probably didn't put a lot thought into the joke besides "lol they got molested by a funny villian" and would probably retcon if the opportunity came up. Besides I don't think Brock would have left Hatred alive if he did.

My headcanon is that Hatred was probably licking their feet or something that Brock didn't think was all that sexual just fucking weird.

Lol. Doc Hammer and Jackson Publik never fully thought out Hatred's pedophile arc they just thought it was funny and that Sargent Hatred as a character was funny. Once they realized he could be funny without the pedophile jokes they got rid of them.

Sargent Hatred was originally a one off character, but they liked him so much they wanted to make him a main character. You really can't have a main character/good guy be a pedophile, so they had to come up with some reason why it wasn't his fault. Also I liked the boob side story it's just one of those weird unique things only this show can pull off.
