With how popular superhero stuff is I really think there's a market for a Powerpuff Girls series where they're slightly older with a slightly more serious tone

I kind of feel like enough was done with PPG. There is the original series, the reboot series, comics, and Powerpuff Girls Z.
Powerpuff Girls is supposed to be unbelievably cute. Having them aged up changes things too much. Cartoons rarely have narrators these days, and the narrator was important for the retro superhero feel of the show.
If they want to make an older version of PPG, then they should probably start with a comic series first and see if it catches on.

Just look at his previous works, from Dial H for Monkey, to the Justice Friends, to PowerPuff Girls, to Kid Cosmic, there's always some gimmick.

He's of the generation of guys who grew up reading Claremont's Xmen comics and watching HB's Super Friends. That's what his conception of super powers and super hero teams is like, and how he would choose to present (or parody or deconstruct) them.
