The main purpose of the Miles Morales's book is to train artists to draw in the new Marvel European house style, so there's always a bunch of guest stars, NYC is heavily featured and it's more action heavily than any other Marvel book. So Miles gets more powers and werid situations an artist might see when they graduate to another book. You can see the artist pipeline from Miles Morales to all the other higher tier books.

His additional powers were so loosely attached to this themes and existing powers that it became very easy to justify continually tacking shit on.
