I think the only way it could have worked is if it did some version of the “criminals pretending to be heroes” idea.

Not because that’s what Thunderbolts is in the comics (villains trying to be something else) but because if you take it away then you’re left with a team almost as generic as the Avengers but without any of the star power, the only established MCU movie star in the group being Bucky.

Feige’s bias against any comics made before the 21st century caused him to make a pointless movie with no selling points; that it was better than average for 2020s MCU couldn’t save it.
