Crowd's looking a little uncertain about it but I assume the Queen is couching some of the contentious (right) stuff between bursts of patriotism and fan service. I assume the execution reveal is going to be the big crowd pleasure to ensure everyone leaves feeling satisfied.

That was my read. This definitely feels like the Queen cashing in some of her enormous political capital. And, it has to be said, in a way that she didn't particularly need too. For all her faults, she seems to genuinely just not like how Inak are treated and is trying to do something right by them, even if she's also couching it in terms of how they can still be a servant class for the country. It feels like it would've been somewhat trivial for her to have played way more into the whole "basically slaves" idea and enacted a more strict set of policies about their place in the country that would've gone over better.

But what's important is she knows she's going to lose the crowd a bit here, so she had to put it after a big crowd cheering moment of "yes, CRESCE'S DESTINY IS WRITTEN BY THE GODS" and no doubt before another moment of "here's some more of that blood you wanted, don't worry, I got more of that for you."

I wonder if Ufal's smirk here is because he's relieved that this bill isn't too pricy for Cresce, or because he thinks the inak won't get much out of it. He is usually a decent person, so it's interesting (though not surprising) to see his moral compass go awry when it comes to the people he's been raised to think of as an underclass.

Its not just mercy. Remember that part of what led up to this was an Inak rebellion. Granted, that was kicked off by Bell's actions... but the resentment is still there. By making such a "generous" gift to the Inak (which is, obviously, not really generous because the land they are getting has been made worthless) she is buying their loyalty and cutting the legs out from future rebellion. Better yet, the loyalty that the Inak have is now tied to her directly as their savior, meaning that once they get established she can probably tap them as a source of unshakably loyal guards and workers for future projects. Something that she will have need of, considering how brazen her enemies at court have been.
