>>149263333That was my read. This definitely feels like the Queen cashing in some of her enormous political capital. And, it has to be said, in a way that she didn't particularly need too. For all her faults, she seems to genuinely just not like how Inak are treated and is trying to do something right by them, even if she's also couching it in terms of how they can still be a servant class for the country. It feels like it would've been somewhat trivial for her to have played way more into the whole "basically slaves" idea and enacted a more strict set of policies about their place in the country that would've gone over better.
But what's important is she knows she's going to lose the crowd a bit here, so she had to put it after a big crowd cheering moment of "yes, CRESCE'S DESTINY IS WRITTEN BY THE GODS" and no doubt before another moment of "here's some more of that blood you wanted, don't worry, I got more of that for you."
