If I'm a writer with a script for a comic what are my options? I can't find a publisher that even looks at writer submissions. I tried to pay an artist by funding through kickstarter but the campaign failed. What's next?

Get a job and pay out of pocket. Even if it's just as a proof of concept it shouldn't cost that much to get a single issue done.

What kind of story is it? If it's a personal project then it sounds like paying for it yourself is your best bet and like >>149270325 said you can scale it back to fit your budget. Nobody makes a gigantic epic right off the bat.

There is AI and Webtoon, that audience doesn't care about AI use in art.
It's probably acceptable as a proof of concept and not a commercial product you're trying to sell.
