He's legitimately mentally ill. A lot of people in comics are "insane," but they're actually just "comic book insane," so they just tend to be ambitious, vainglorious, prone to delusions of grandeur, and so on. Norman is depicted as having a somewhat legitimate mental illness, to the point that it cripples him on more than one occasion. It's something that I always appreciated about depictions of him.

He has irreparable braindamage that makes him stupider and eviler.

Bendis seemed to have assumed Norman was Jewish just like you did, his last issue of Dark Avengers had a column by him where he called Norman's hair a "jewfro", which isn't even accurate. But back in 1993 we'd already seen Harry's first funeral take place in a Christian church, and Norman's mini just after Dark Reign revealed the Osborns are Catholic, this got referenced again in the Red Goblin book.
