Being able to greatly speed up and raise the ceiling for the training, competence, and skill of your soldiers to fulfill a variety of tasks because they have perfect recall and greatly enhanced learning capabilities means not only do you not have to worry about soldiers blowing out their backs during training or experiencing fatigue, but they're also on point for everything they're doing at a level beyond other soldiers. Goblin-enhanced soldiers still die to bullets and explosives, so it's not exactly that much of a boon to be stronger and tougher, at which point it's better to just have your soldiers be much smarter and competent at their job to compensate.
AFAIK, the Goblin formula doesn't offer these bonuses, and most other reproductions of the SSS didn't offer these bonuses. The physical enhancements of the SSS isn't as powerful as these variants, but it's also a better package deal. Having an army of stronger and tougher soldiers doesn't mean much if they're still only about as competent and train at regular human levels.
