This is all true, but superman is 100% still deeply tied to his kryptonian heritage, that's at least a major aspect of his personality as superman. Not as Clark Kent, but as being a symbol of what Krypton used to represent at its best. Interestingly, in the Golden Age when Superman first learned of Krypton, he was well past 30(even implied to be in his 40's, since it was a 40's story and they mention Clark going back to his own time was going back tot he 20th century), so he would be exempt.
Many modern depictions since have had both the Kents and Superman finding he was born on Krypton when he's well under 21 though.
