Supergirls skirt has always bugged me. It's such a stereotypical "le girl character" aesthetic. Superman's costume made sense, since it was the space uniform his people wore, with his family crest he proudly carried. What, did every female on Krypton wear little girl skirts? What is the reason Supergirl doesn't have a full onesy like Kal-El?

It’s not originally, nor was it stitched by his mother either, both are retconned explanations. The S was just an S too.
If they told you the skirt was a symbol of Krypton’s warrior maidens or part of a teen girl trainee’s outfit, that would suddenly make it work for you, but it’s no more or less a retcon based off the design the original artist wanted.

Supermans outfit is just an old circus strongman outfit.
Bodybuilders and action movies didn't exist in the 1940's, when people imagined a muscular character, they imagined a circus performer, and so that's what Superman is dressed as.
