Why not an entire family of them, maybe as their neighbors, and for most of the movie, neither family realizes that their nemesises are living next door, and they actually get along really well. Pretty much any revolutionary technology made in the past 100 years has been buried, and the only real improvements have been things that slipped through the cracks due to lack of foresight and gradual improvements in existing tech over time. A character arc for Violet and maybe Dash. Violet, who's now a high school freshman, has to juggle her life as a super with her civilian identity. It has been giving her second thoughts since she is still quite inexperienced and doesn't know what she wants to be in the future (a full-fledged superhero vs. a part-timer), not helped by the fact that her boyfriend keeps finding out about her secret identity and freaking out, his memories having been erased for like the 7th time already. Dash, on the other hand, loves being a super; however, with talks of powers being banned again, he will need to either show some restraint and let the adults handle the discussion or show the world why people need superheroes.
>Set a little bit after the end of the 2nd (a year, a few years, whatever) and supers have returned to everyday life. Results have been... mixed. While regular crime is down, the existence supers somehow make normal criminals become supervillains (it's just a thing that happens) and that's a problem. So a formerly mothballed government program, Project Troy, is reactivated probably by a rogue element of the government. First thing they do is contact a former supervillain who worked for the project. He was granted full amnesty for helping subdue any heroes or villains that didn't cooperate with the government and now they want him back, but he has a family of supers too.
I dunno, didn't think the whole thing out. Might be better than whatever they end up doing.
