To my knowledge, and granted the old comics are out of print and not on Marvel Unlimited and I haven't bothered to pirate them yet, Frank has never been a parody character like Vigilante's adaptation in Peacemaker where Vigilante tells Peacemaker he would have murdered him five years ago for having the threesome they just had.
So I doubt Frank would kill rando war refugees/civilians that just want a better life. He would still kill gang members no matter where they come from, and kill ICE agents committing unjust deportations.

Interesting question, though what is his stance on "petty" crime? I doubt he goes full Frank on an ordinary tax evader or digital pirate, but I do remember seeing panels posted here of him harassing kids playing hooky so it's not necessarily beneath him.

I honestly don’t know to be honest. In a war journal issue or I think it was the G Force one shot? (I’ll try and find it) he likes pizza with extra cheese and sauce as he mentioned when he got coked up once trying to not blow his cover.

When he came back from the marines he got into fishing and he’s always been into reading, his favorite book is Moby dick. Other than that he just loves fucking around with his guns and gear, in the punisher armory explores his love for this a lot.
