So, I'm guessing they're going with an experimenting on muties angle. Kelly is the senator running cover for the OP, Trask just wants the data so he can better understand and eliminate them, Sinister has infiltrated the program for his own reasons and will betray everyone.

It's interesting to me just how prominent Senator Kelly and Bolivar Trask are in adaptations considering how few appearances they have in the comics. Hell, Trask died 3 issues after he was introduced in fucking 1966, and Kelly died in 2000, and they're both still dead.

Trask just serves as a vehicle to introduce the Sentinels, who are one of the most iconic aspects of the X-Men franchise. Someone has to make them, and it doesn't really make sense for a biologist like Sinister to do so.
As for Kelly, the plot requires a mutant-hating politician, and Kelly is the only mutant-hating politician in the comics anyone remembers due to his role in the iconic Days of Future Past story.
