It was because Emne is a noble and she wasn't about to give up her family's noble name for a country boy. Same with Karl, it's the whole reason he married Emne-- he wanted the Toma name and the power and prestige of it.

Iori and Rahm Ripa are an example of a normal Crescian couple. Iori took Rahm's surname.

Ashley has talked about this for sure. From what I remember, the man traditionally takes the woman's name on marriage but it isn't a surefire thing, just convention. With Iori and other kept twins they take the name of the shrine as their surname throughout their tenure there. So running away from that life, and trying to avoid the endless shame and ostracization of shirking her sacred role, she could only go back to her parent's name (if she even knew it), take Rahm's, or invent a new name. Taking Rahm's would have the added perk of helping hide her identity as a twin and reinforce Iori's view of how Rahm's love brought her so much life.

I'm thinking part of it is with her promotion their lives are necessarily going to go in separate directions. They will each get their own lieutenants and work independently from one another, away from each other for long stretches of time. Even moreso if Emil decides to go on paternity leave. Is it fair to expect a relationship to survive that? Could someone as 'ugly' as her complete with Emil the hero's new lieutenant? Especially when she's not even around? Would it be okay for Chea to go from having one deadbeat parent at home while Dad is on missions to having no parents at all? I don't think Elka wants to come between Emil and Chea.

Of course, Emil seems to think it is worth it. And I don't think he agrees with Elka about her assessment of her looks. The concern about not taking away time from Chea is a valid one I think, but not unworkable. She will have during doting grandparents soon, not lackadaisical mothers. I do hope they stick together, but a big confession with a happily ever after ending that handwaves these problems and their character growth isn't Ashley's style.

As an actual relationship, of course. You can no doubt boink as many of your lieutenants as you wish if you're Emil fucking Sava, but one presumes he wants an actual relationship with the woman he loves, not just sly taboo nookie.
