There are literally a LOT of superheroes in this universe, even in the second film after the genocide of supers that was done by Syndrome's Robots, they still managed to assemble a whole team of supers for Elastigirl...
So, how much do you know about what superheroes want in general?
I understand that this is an allusion to the idea of supers in the 50s, where people imagined supers as ideal people guarding everything good, but in "The Incredibles" the supers do their exploits "just because".
Even the main characters' family has no purpose for existence and now just lives their family life day after day and slowly rotten.
So don't offend Syndrome, he's just the only person who can be called Super with a real goal and attempts to achieve it, and not just arrest random gangsters and maintain the status quo like others do.
He didn't even rape Helen and Violet to hurt his main enemy, as a real villain would do, so he's still a good guy.
