there's a spot in the new testament somewhere, I forget exactly the context, but basically this guy's entire job relied on his 'patron' who just kinda had him do or make whatever he wanted for money, and the guy (I think Paul) points out that that's no way to live... and anytime either scalping or prostitution come up, I think of the same thing. basically, if the "job" you have is something literally anyone could do, you are only doing it via opportunity... that's not a real job and you probably shouldn't be doing it.

did the KND tend to handle things this... large? I never watched it.

Sector V investigates a scalper mafia after another sector goes missing when trying to deal with them
When they get past the usual defenses they find out the vault of scalped merchandise (which is portrayed like an endless toy store) had turned the sector who went after the mafia to turn against each other

Two ways KND would go about this. The Scalper Mafia is depicted as a parody of old gangster films with Don Scalpini doing it so all children will have to give up their entire allowances to play their precious game. They're defeated by the KND making their own fake card game and false-flagging it as the next big thing, which causes the Scalper Mafia to buy up all of the fake game and lose everything. The KND is tasked to investigate the disappearance of another sector who were investigating the Scalper Mafia accompanied by an Internal Affairs operative (who of course they have bad blood with over a past event that is only referenced in this episode) who thinks the other sector went rogue. When they find the stash the missing sector comes out of hiding accusing the IA operative with proof of being behind it all. IA operative gets taken away but Sector V grows suspicious as they realize holes in the story only find themselves framed. On the run, they break the IA operative free, and dramatically prove the missing sector had taken over the scalping operation instead of busting it.
