If a superhero were legitimately willing to flex their abilities on a scale that impacted the world, people would become dependent to the point that their impact was no longer noticed. If they went around preventing accidents, people would become more reckless until the dead toll went back to pre-super levels. If they went around feeding the poor, farmers and charities would dial back until hunger went back up to pre-super levels. If they went around and overthrew despot governments, the very people being ruled would adapt by opposing the new system as harshly as the previous.
