its a staple comic book trope of "they fell into something" so they can easily go with them killing or not
in any case, superman is mentioned in the movie as not strictly holding to no killing as an absolute, he just sees it as a last resort
he was willing to kill the kaiju if it came to that, but he mentions he wanted it to be humanely euthanized rather than having its guts painfully blown up

so it isnt out of character for this superman to kill ultra-bizzaro out of self defense

Disagree, he hit Ultraman in to a black hole that was created due to a tear between universes. You could argue that Ultraman got sling shotted to Anti-Earth. It opens the door to Ultraman returning with the Injustice Gang to fulfill his goal of destroying Superman, which is a great reason for the big hitters in the DC Universe to join the Justice League.

Both are possible. Thinking about the movie you could argue both. For example Luthor is stated to work in high level science projects with chaotic possibilities. In addition to that Luthor writes off information that doesn't match his goals. Also, Luthor states that Ultraman is slow and too stupid to function without his direction, going so fare as to tell Ultraman how to fight, but part way through the movie we seen Ultraman making decisions and by the end of the movie he is fighting Superman even though Luthor can no longer command him. Using these scenes you could argue that he is developing Bizarro level of intelligence and the black hole will change his physical appearance. But you could also argue that due to Luthor's obsession to destory and pettiness towards Superman is blinding him to Ultraman's development. Luthor is right that he is slow but maybe he's not the type of "slow" he thinks he is. His mind is trying to catch up with his body. So what you have is a Ultraman that is similar to the comics because not as smart as Superman and prone to emotional outburst which is explained because he has the mind of a mean child.
