DCAU Jor-El tries to warn the council that the planet is about to burst, and that they should send as many people into the phantom zone as possible, and then he'll stay behind to try and find a new place for them to live and let them out, but since Brainiac, the planet's global super computer says he's wrong, they all dismiss him as a madman.
His message for Kal-El is also way more about him being extraordinary (not just because of his powers, but because of the legacy he carries) but that he must not give into it.

The movie's depiction of Jor-El, and subsequently Krypton doesn't exactly make me think having a life on Krypton with his Kryptonian parents there would be something Superman would dream about, since it doesn't really give him much to be proud of.
