Honestly the way Jojo handled it, with character only being able to move in the frozen time for a few seconds is a pretty good limitation. Maybe add some kind of refractory period where they can’t time stop again until, let’s say, 5 minutes has passed and you can get some good tension where the character is looking for jussst the right moment to freeze to do what they need to do. it probably wouldn’t be enough for them to carry their own series, but as part of an ensemble cast you could get some great moments from a hero like that.

Speedsters basically do everything a time stopper does, so why bother? Wally Flash's Zoom is technically a time based villain: He isn't fast, he's just unstuck from time and can choose what moment to be at. But that's written to functionally just be "Goes Fast".

IIRC, that's part of why Per Degaton hates Jay Garrick; he ran so fast that his time altering gadgets barely worked on him. Instead of stopping entirely, Jay would keep running at "regular speed" (which was still fast, since he played college football).

That sounds interesting. He could be a regular guy who uses his powers to avoid accidents and save people without drawing attention to himself. He would be unknown to most people, including other super heroes. I doubt he would make a good recurring character, but the idea could work as a self-conclusive issue.

It's less a twist and more of a leftover from when The World's power was having every other Stand's power. Instead of the "twist" being that The World and Star Platinum were the same Stand this entire time, it was that Star Platinum's actual Stand Ability was Time Stop and not just punching fast.
