Simpsons promotional artwork is done by Bill Morrison, who also worked on the comics. I assume contractually he has it so his name is put on there and Morrison and whoever are well aware and ok with it
I doubt most creators also do the promo art because of the sheer amount of art needed but I've heard at least Steve Hillenburg was involved with creation of some SB stock art, there's some scans of him giving feedback on artwork

Most creators don't draw official promo art because most tend to not make polished drawings of their characters for a living, usually just doodles to get their ideas across. I think a handful of EARLY early Simpsons press art came straight from Groening, but majority was def handled by others. Julius Preite did the Marge Playboy feature for example

Steve was never like Seth MacFarlane or something, never really one to make a big deal of himself. Nothing against Seth in this case, I personally feel larger than life characters like Joe Barbera are more interesting than more reserved guys, but that just wasn't the kind of guy Steve was. He was a quiet man with a dry sense of humor that was loved by pretty much everyone (even outside of the Spongebob crew, Butch Hartman made a very nice video talking about him when he passed away). He actually didn't care much for the merchandising bonanza SB got, there's a story of him saying "Oh brother" or something when he saw a bunch of SB bouncy balls in a dispenser

IIRC you canโ€™t actually attack Maggie in the final game which dealing with Marge really annoying, but still not enough to make her good as sheโ€™s usually pretty low on any tier list Iโ€™ve ever seen

Itโ€™s some weird shit about manufacturing rights and PAL lockout chips. IIRC the Nintendo Entertainment System was divided across two regions in Europe: PAL-A (which was comprised of just UK and Italy I think) and PAL-B (which was everywhere else in Europe). The main difference between these two regions was the lockout chips, PAL-A couldnโ€™t play games made for PAL-B and vice versa, other than that they were pretty much identical. PAL-A NESes were called "MATTEL VERSION" on the box because thatโ€™s who had the distribution rights for them at the time, while PAL-B units were labeled "EUROPEAN VERSION" (except for Spain where they had this written in Spanish). later, Nintendo took over distribution from Mattel and relabeled PAL-A units as the "NES VERSION", which is why youโ€™ll see that

warning on Euro copies of NES games sometimes. Incidentally, as far as I can tell, there was no real reason to split the European market into two different reasons like that, they just did it because fuck bongs I guess. I've looked through other style guides, while there's no requirement for all stock art to have his signature all SB shit needs to say "created by Stephen Hillenburg" somewhere on the packaging
The less cynical amongst us may think this is standard practice but it is not; as far as I know it's only present on Spongebob, Fairly Odd Parents (and presumably other Hartman shows) and the K-C cartoons, no requirement is listed in the Invader Zim style guide
