IF we're plating devil's advocate, I can see how that desicion has an advantage. Norrin is a pretty complex character and, much like Doom, requires to take too much screentime to be done proper justice. They've made it clear they want the film to be mostly focused on the four, so if they went with Norrin he'd feel pretty underused. Having such an irrelevant character like Shalla-Bal take that role might aleviate that.

For Ben, it will probably be something like grappling with how people react to his new rock form (either they're afraid of him or they treat him like a joke "say 'clobberin' time' etc." His arc will probably he him coming to terms with that and appreciating that his powers allow him to save those he loves or benefit humanity or something cheesy like that.
