>The movie will follow Matt Hagen, a handsome up-and-coming actor whoโ€™s attacked and disfigured. Originally from Gotham, he moves to Hollywood to escape his troubled past and begin a career as an actor. With his disfigurement, his career and outlet as an actor is ruined and is eventually transformed into a shapeshifting monster.

>Hagenโ€™s love interest and co-star is Dr. Caitlin Bates, an original character created for the film. She is the CEO of a biotech startup seeking to create cutting-edge medical technology. Bates sees Hagen as a way to grow her company and cure his condition. Throughout the process she falls in love with him while her fiance John grows suspicious of their relationship. John is a detective and committed to Caitlin and his job. The antagonist of the film is set to be a crime boss, who like Caitlin and John, is another original character. At the moment, the film is not set to feature any recognizable DC Comics characters and most notably no apperances or references to Batman.

that's a reasonable issue, but batman has never really been all that concerned about the cityscape looking identical between projecs, even when they're the same continuity. but also, gotham city is the most important location in dc comics. decide what it looks like.

It was, but if Gotham is the "New York" of the DC Universe, it isn't unfeasible to have an actor and a crime boss using a cosmetics company as a front to be bouncing between two major coastal cities, like how actors and high-powered businessmen regularly travel between NY and LA.

Yes, the premise of a story about an actor can work in any of the three cities in question or any combination of them. I don't see the need to move the character at all, but it's also not insane to have originals replicating narrative functions in a new place. But why do it at all? You can have a Gotham City story where Batman doesn't appear. He's not immortal and he doesn't handle every single incident.

I've said it before, but this dude is far too attractive, not that Matt Hagen is necessarily that - and I do acknowledge that he's an actor but unless he was a 'Hollywood' type actor only, e.g. a wannabe soap opera, spends off-time at the gym type actor, but there are plenty of people (see Jimmy Stewart or Robert Downey, JR. or other people like it)
