Most stations in the United States are affiliated with a network (ABC, CBS, NBC, Fox), who provide programming for the stations to broadcast themselves. No matter where you are in the country, 99% of the time it's going to have the same shows on a specific station. Syndication doesn't work like that, it's sold station by station, or more likely nowadays massive broadcasting conglomerate by massive broadcasting conglomerate. One show might be on Fox in one area and NBC in another
Usually, syndicated programs are ones that have proven themselves successful enough to reach x amount of episodes (usually 100) and be ran every weekday for an entire season, but in the 80s and 90s there were also shows created specifically for syndication like The Pink Panther Show
This is why so many cartoons from tbis period have 65 episodes, that allowed them to run a new episode every weekday for 13 weeks, then run them all again for another 13 weeks
