The US government lets him rot in Bel Reeve for MAYBE a couple months to try and soften him up before cutting a deal with him. I hope they keep him as a rival piece of shit.
Even in movies where he's not the villain there should be some inane B plot with him trafficking weapons or some bullshit and Superman should have at least one meeting in his office in every movie where he lectures him and puts him back in his place.
And then after a few movies he's the main threat again.
