His initial setup arc in Zero Hour was strong and Priest did a great job at making him endearing despite being a huge jackass. The problem is that he has no more arc beyond that and doesn't really fill any particular niche that the JLA needed. Morrison having him go full villain then being written out was a bit weak though

Phantasm's problem is that his motivation is so narrow and his targets so few, he can't be used outside of that one story. You can't show him robbing a bank or holding innocent people hostage, he has no reason to do those things.
