Only characters that writers and editors care about get used, Sparky isn't really anyone's favorite.
That said, I'd definitely use him now that Dan is back, surely there's some story potential.

I think just the Boom because of her connection with Jay and the Flash Family, and Quiz Kid, because of his connection with Mister Terrific.
DC currently doesn't have any book or team that focuses on young characters, most of them are on limbo, not just Johns's OCs.
