I want to say it started recently after that guy got Apu cancelled, it brought attention to how he was voiced by a white guy and suddenly everyone swapping VAs to match the race.
It honestly sounds incredibly racist to me, like imagine you're a VA, and you go in for an audition and completely nail it, completely captured the tone and idea for the character in your voice acting, buuuuuuut....you aren't the same shade of color as the character so they're gonna go with the other person who had a lesser performance.

I believe the actual policy is "non-white characters shouldn't be voiced by white people". Many white characters are voiced by POCs, and some POC characters are voiced by different POCs.
The logic is that the voice acting industry is still mostly dominated by white people, which is admittedly true, so roles for non-white characters should go to non-white people so that more people can have jobs. Not everyone in the industry agrees, and as time goes on and the talent pool and the roles become more diverse and the old white voice actors start retiring, things might change once the policy is no longer seen as "necessary".
Anime dubs seem to be the exception to this trend, most likely because the vast majority of Anime characters are Japanese, and expecting every single role to be done by Asian VAs is just unrealistic.

For roles involving an accent I can actually see the logic. For example, leaving race aside, Scrooge McDuck is a Scottish character with a Scottish accent, so hiring a Scottish voice actor like David Tennant with a natural accent instead of some American doing an impression makes sense to me.
But most POC voice actors in America don't really have an accent (since their families have usually been in America for generations) and their roles usually don't require one. For black characters it does make sense to me since African-Americans usually have a distinct voice compared to white people, but I don't give a shit who voices Korra or Jubilee.

Characters should be cast based on the actor's ability to perform, not the color I'd their skin, but nonwhite people should be given just as much opportunity for that.

Molly McGee is an interesting case. They actually made the character half-Thai because they ended up casting a Thai VA, and they probably would have done the same thing if they had cast a black girl or a Latina.
I wonder if we'll see more of this in the future, decide the ethnicity of the character after casting similar to how it's often done in live-action.

The opposite, he rallied behind it as the kind of change the industry needed. Then later cried about how racist it was he always gets cast in Asian character roles.
He bought the same lie that the change would only push white people out of the talent pool and let him land bigger roles. I'll bet rather than back track and realize the switch was a negative one he'll instead choose to say the solution is actually to make more Asian characters for him to voice.

Personally, I like the idea of only nonwhite VAs playing nonwhite characters,if only it meant that all the White roles would have to be filled by White VAs only, leaving all the nonwhite VAs to do only nonwhite roles, giving them only the obligatory nonwhite roles for nonwhite characters (a well that might as well dry up soon, and for the better).

Yet another reason why I don't care and don't want to play this ball game with "professionals". Its bad enough any actors guild makes you hire guild actors for the entire project. Meanwhile creators like Matt Stone/Trey Parker just do all the voices themselves, which frankly is convinient since they don't aim for accuracy in their parodies.
I understand wanting to throw a bone to a race of people you find are disadvantaged. I think the desire is noble enough but I'd also appreciate if we could point out how reverse discrimination is still descrimination. You want to give the one black guy who showed up to the casting call the role? I'm game. What I DON'T want anyone to do is deny someone a role based on race. To tell me in the world of voice acting, a medium without defined realms or borders that I'm locked out of this expression or creation is abhorrent. Imagine if artists were told only people of color could design minority characters. Shit, around the same time all this was going down making characters of a race or ethnicity basically meant you had to get one of those people to sign off on the concept lest you were being disrespectfully inaccurate.
I can understand if the word nigger is in the script and your production doesn't want trouble or to have a white guy say that, fine (pussies that you are however, they got Fred Willard to say it on the Boondocks for gods sake), but that is a condition we haven't discussed.
