No, it's not. The original dynamic was Cloak had a crush on her and she didn't feel that way about him. Due to their symbiotic power set and shared experiences she felt an obligation to stay around him and make sure he didn't go full darkforce vampire. She'd date other people and he'd follow her around like a puppy/junkie.

Cloak got out of the friendzone when he finally found a healthy relationship with a girl who didn't mind the darkness. Dagger immediately got jealous and threw herself at him. This was less than a decade ago.

They were a couple in the first Ultimate universe too. That predates them getting together in the 616.

On a tangent to this thread, one thing that has been bothering about (western) comics is the constant cucking the heroes get. Literally every male protagonist has some arc where their wives or girlfriends leave them, or cheat, and start new lives with a new husband and children. And the heroes sit in the figurative cuck chair watching them from across the street in a parked car, or from atop a roof, or from a shadowy alley way. I don't think I've read a comic where the hero doesn't get cheated on or dumped, and the superhero has trouble letting go.
They're going to make them Cloak and Dagger into a couple but I don't trust that they won't pull the same shit. It's like no one knows what a faithful relationship or people look like. And ow to write a good love story, with conflict, without introducing a third wheel or love triangle.

Writers keep going back and forth on it. Might be meddling editors or some shit, I dunno. So they'll get together in one series, by their next appearance they're seeing other people, but then in the next series they're seeing nobody and get together again almost like it's the first time, and yada yada so on and so forth. Frankly it makes it difficult to stay invested in these characters over time since no two writers can ever seem to agree what their relationship even is.

The plots are kinda eh in the first couple volumes. Not straight up bad but just plain forgettable. The stories are carried by the duo's complementary character designs and the visual storytelling they inspire, and by some character writing that explores the codependency and toxicity between Tandy and Tyrone.

But if you just want something short to read and not "vol 1. issue 1," I personally liked the Cloak & Dagger miniseries published under the Spider Island event.

The book is about homeless super powered teenagers fighting super powered drug dealers, it's not particularly deep.
Cloak and Dagger's best comic is a one shot that came out around Dark Reign where they join Norman Osborn's Dark X-Men, and Cloak becomes a decent character, and gains a slight bit of independence from Dagger
The newest online only books from a few years ago are also good and the pair finally
hook up, but it's years after the ultimate version and TV show did it , so the moment doesn't really have a big punch, but it's drawn by Euro porn comic legend David Messina
There also a book set during the terrible Spider-Man crossover Spider Island where they swap powers that's kinda fun.

The first time they even "kissed" was in Spider Island where Cloak kissed Dagger to absorb her powers before she exploded with light energy and they swapped powers as a result, that's has since just become an ability they have to swap or merge powers by kissing each other

It wasn't that straightforward. She sincerely wanted to help him, but she also felt good about his condition forcing him to rely on her. And she felt bad about that. There's a whole dynamic where she would be happy to go back to being a normal girl, but Cloak, who was much more severely afflicted, loathed who he was before and never wanted to go back. And even as his powers made him need her, without his powers he was even more reliant on her, which she of course encouraged for that very reason.

It cut both ways. Ty wasn't openly abusive or anything, but in interactions with her priest friend it becomes clear that he's convinced he and Tandy are destined for each other and he wants to monopolize her. So if she viewed his condition as a problem that needed to be solved, he viewed it as a blessing in disguise because it kept Tandy and him connected.

Basically the only thing worthwhile about the storytelling in the Cloak & Dagger comics is how they deal with this kind of Phantom of the Soap Opera shit with the power dynamics, codependency and whatnot.
