Because Jerry is a selfish asshole. Everyone forgets in the decoy family episode with the decoys and decoys dressed like squids all killing each other, wood puppet Jerry blocked off the emergency exit in the shelter when they were under attack so he could live and left his family and everyone else to die. Jerry has always been an asshole. Yet the writers can't stop sucking his balls lately. He also tried to kill Rick in that Whirly-dirly episode. Rick has NEVER tried to kill Jerry. He could if he wanted to, and he doesn't. But Jerry thinks it's fine to be an asshole to everyone else and he's so pathetic people feel too bad for him to make him suffer consequences. Same in the episode where he was dating the telepathic blue alien with 3 boobs, he let Summer and Morty, his own children, take the blame for wanting to break up with her and almost got them killed, and never apologized for it or anything. He's an absolute piece of shit. I don't enjoy Jerry episodes. I want to kill him.

"Evil" Jerry just felt like the writers phoning in something to get the episode to length.
Honestly not even sure why the episode needed a villain. With 10% more creativity it could have just been a lighthearted bit of Jerry exploring the multiverse. Unlike a standard Rick adventure it would just be chill instead of violent.
