In the MCU this is a good thing and makes him stand out. Unlike every other 'villain', this guy is pure evil and has no redeeming qualities whatsoever. He doesn't even have a reasonable motivation or a compelling backstory. He's just a mentally ill guy that got extremely broken mind control powers and used them to get what he wants. The way he acts and the things he chooses to use his powers for are pathetic but they are also what makes him so threatening.

It's explored later on in the show that he literally never even thought about using his powers for anything besides rape and petty theft. There was a lot of collateral damage just from him pursuing and trying to control Jessica, imagine if he went after someone that wasn't a street level shitter like Captain Marvel. He didn't want to destroy or take over the world but he easily could have if he wasn't so focused on getting one girl to be as obsessed with him as he was with her. That's why even though he died, he technically didn't even lose. Jessica will never forget about him.

The Justice League doesn't exist yet. The "Justice Gang" is kinda a corporate sponsored experiment funded by Maxwell Lord, and hasn't even really gotten off the ground so far. Isn't Lex Luthor's pathos towards Superman simply because he can't stand that there's someone better than him, his ego won't allow it? All his money, his power, his brains, isn't enough to overcome the Man of Steel, and he can't stand it. He can't stand not being at the top, he thinks Superman looks down at him, and that all the people who would normally be looking up to him are now looking at Superman instead. He can't fathom the idea that Superman is just this really pure, genuine, and simple guy because Lex himself is fundamentally different at his core. Superman isn't human and Lex is, but Superman has far more humanity. Superman works for the people which bolsters his image while Lex tries to manipulate his public image.

Simple put, Lex cannot and will not understand Superman because doing so would crush his own ego. Lex cannot let anyone else go before him, and when he does, it's part of a longer ploy to get ahead. Superman, by remaining humble, comes out ahead, not because he wants to come out ahead, but because he believes in doing the right thing.
