Kryptonian executioner that was the biggest best kept secret since the society claims to not do any capital punishment, when they really actually did.

Kryptonian government tried to cover him up by killing him with an explosive that only just fucked up his face and he escaped to space. Now he had a bone to pick with all Kryptonians and wants to execute any survivors he finds.
