No that was Dan Harmen. Justine ruined the show by basically leaving any creative roles after around season 3 and taking all the actual good staff to work on Solar Opposites.

Watch his long list of crappy pilots, he always wanted to create a generic irreverent animated sitcom that he could cash out on. He actually got what he wanted even after being cancelled. Twice.
But before that he was literally throwing shit at the wall to see what would stick.
