This post is phrased too awkwardly. I assume you are trying to ask, "What character has every right to be a villain but isn't? And if they were a villain, what would they do?" The green text makes no sense like at all.

As for the post itself, I would say Stan Pines from Gravity Falls. Spoilers! He got abandoned by his family, and his own brother only reached out to him decades later because he wanted a favour. Or his brother could also be a good villain. He spent decades in some kind of weird "sci-fi" dimension.

As for what they would do. Hmm I guess Stan could find more ruthless ways to profit based off his knowledge of "weird stuff". And his brother could have killed Stan and tried to take over the world.

Megamind did more crime than just attempting to kill Metro Man, and stopping Titan (he a problem he Jimmy Neutron'ed himself into). Sure when he was a kid they were offenses that were more slap on the wrist or victimless but you cannot blow shit up in a city without hurting anyone or their property.
Even if he developed a friendship with Roxanne after the movie there's no way in fuck that a genuine romance without unresolved trust issues is possible after he gaslit her for the entire 2nd act.
I like that he became an official good guy and embraces it but surley he still has much to answer for regarding his ~50 or so priors.
