He lives under the sea like Spongebob. There's not a lot going on there, so unless you do wacky meta-humor like Spongebob, there are very few storylines.
Aquaman has rotated the same 5 stories since your great grandparents were alive, and will continue to do so as long as he has tenure at DC. Do not expect them to be fresh and interesting.

He's had tons of them but they usually die at the end or someone kills them in another book. Like Creature King got eaten by a Chthulu in a Suicide Squad tie-in series nobody read. Scavenger was made into a pedo and killed by Hawkman. The Thirst was the main bad guy of a story arc and became nonexistent at the end. Aquaman doesn't have an editor who cares enough to keep this stuff from happening like with Batman.

Qwix, Charybdis, Scavanger, king shark, Triton, shark (a lot of sharks), merlin and fishermen are fine, but comics authors seems to want to reduce all the rogues gallery as small as possible and turn the rest into suicide squad fodder. Also his better silver age villains were Mongolian which didn't age great.
