It feels weird because for the longest time since she was brought back, she was a teen girl and Dick was in his 20s. That's why it looked better with Dick and Power Girl. It should be Supergirl and Tim, not even in a romantic way. And I don't even care about Tim.

Robin barely aged from 1939 to the 60s. By the time Supergirl was created, Robin was still portrayed as younger than Supergirl (and also notably, much younger than Batgirl). It wasn't until the 70s that Robin was officially 18.

Robin's age was always weird.
He was a boy at the beginning, but clearly able to operate independently by his solo stories the late 40s.
He was then ambiguously high school aged through the 50s and 60s.
He was officially confirmed 18 when he went off to college in 1969.
Then he stayed 18ish and enrolled in college all the way through till 1980.
Then he drops out, enrolls at another school, drops out again, and goes full time with the Titans.
He celebrates is 20th birthday during COIE. The story was published in 1987 but was set while he was on Tamaran in 85-86.
