The first two Halloween specials were some all right typical Batman stories, the third one an amusing take on A Christmas Carol. The Long Halloween was incredibly dumb, an outright bad detective story, and plagiarized a lot from The Godfather. If you've actually seen The Godfather, you just can't look at that book the same way again, it just comes across as gratingly childish. The final twist was also utter nonsense and fans had to come up with their own alternate theory of an unreliable narrator to have it make sense which sort of worked until Loeb pretty much established that no you need to take what's on the page at face value when he did the Long Halloween Special followed by the Last Halloween. Dark Victory and When In Rome were okay, but once again the former wasn't a good detective story. People balked at how obvious Hush was, but Loeb has always been that dumb and obvious of a writer. The Batman specials just tricked people with the moody art and the Godfather dialogue.
The only Marvel collaboration I read was Spider-Man Blue and that was okay, but it was just a repackaging of old Lee/Romita stories reframed with his typical supervillain conspiracy.

Batman since Rebirth has been pretty bad, while Detective Comics has been pretty good most of the time. It's clearly the editor's fault for taking the wrong direction.

H2SH is a one-off and I while I didn't care for the original story, greenlighting it was the best thing he did sales-wise. I can't think of any other decision he made that lasted other than running Under the Hood and bringing Jason back. Azzarello's Broken City was irrelevant the moment it ended, War Games/Crimes also made irrelevant in the Marts era and definitely after the reboot.
