I find it funny how this LITERALLY got contradicted in the New History of the DCU #2, where Amy is said to have started her career around the same time as the first generation of sidekicks, meaning she should be at the very least, a vaguely young adult like Jason Todd.
That said, there are multiple ways to explain this:

Maybe, I'll admit I'm not super familiar with Gemworld lore, I just know she's 13 in "our" world, but time passes differently in Gemworld, so when she goes there she turns into an adult, but turns back when she leaves.
No idea how that original concept has been handled, but I know some later stories just make her older right away.
