Vril Dox AKA Brainiac 2, he's the clone/son of the original Brainiac and he goes on to make a mercenary army/police force and he drags everyone on the team kicking and screaming to the thing he wanted them to do the whole time even though they all hate him. L.E.G.I.O.N. is a really fucking good book for the first 20 or so issues.

To be clear, L.E.G.I.O.N. is entirely set in the 20th century and while it broadly doesn't have anything to do with the Legion, there are a lot of small connections. A couple members are directly related to the Legion via time shenanigans and the Emerald Eye shows up, for example.
