Well, the character is a megalomaniac who made Satan his bitch.

As for the real one? He was essentially the proto-Putin. He was a kleptocratic dictator who made his way into power by claiming the intended democratic leadership through non-democratic means, then never let go. His reign was marked by weird attempts to annex neighbouring countries, which is what can be considered the ultimate reason why America intervened and caused his downfall. It should also be noted that as his reign went on, his politics became more about a hypocritical appeal to religion and tradition, which is absurd because we know he did consume alcohol on a regular basis as well as engaging in other non-islamic behaviours. While some aspects of life in Iraq might have been "fine" during his reign and the ISIS regime that succeeded him was arguably way worse, the man clearly squandered resources that could have been used to improve living standards for his citizens on himself and the country was hardly a bastion of human rights under his rule.

He was an awful excuse for a leader and human being, not the worst in history but still really bad.

There is so much testimony and evidence of Uday being an unhinged lunatic that it's impossible to claim it's "all just propaganda". I'm not from Iraq, but from the Middle East. My country is somewhat more stable, but we all know that Saddam was a tyrant and a mass murderer who oppressed and ethnically cleansed people who opposed his role. But even the most ignorant person on the street knows that if you forcibly ousted him from power and installed a "democracy," it would destabilize the country and the surrounding regions and bring out backward Islamists. Everyone knew this, except for the neoliberal, rotten Americans and Brits, and we've seen the damned consequences.
