The writer who did the retcon, Rick Remender, confirmed in an interview after he left Marvel that it wasn't his decision. It specifically came from above to make it happen. This was when Marvel was absolutely obsessed with MCU synergy, so presumably that was the reason. It's now been over a decade and it's yet to be rescinded or retconned.

Bob Harras hasn't worked for Marvel since 2000, and Peter David is dead. There's nobody else at Marvel who cares about Quicksilver that much. The best the X-office would do with him is just make him a background character in some third-tier jobber book that lasts ten issues.

They'd be more likely to just make him a villain again, and make him Magneto's bitch again. There's also a huge chance he'd be one of the lower-tier characters some hack writer would randomly make into a gay just for five minutes of praise on Twitter.

And they outgrew that role in 1965. The X-Men fans insisting Wanda and Pietro are always and forever X-Men characters first and foremost because that's where they first appeared just need to shut up and stay in their lane. Literally no one in the X-office give a shit about Pietro and the X-fans give even less of one. Need someone to fanboy Mags? You've got Polaris or could choose from about half the X-roster at this point. Need someone to oppose Mags? You've got the other half. Need a designated asshole on the team? He's behind a half dozen more popular characters. If you're dealing with powerlevel fags he's a distant third behind Northstar and Transonic and only if they're including the people who don't have some kind of superspeed as part of a power party platter. If you're one of those weirdos obsessed with in-universe lineages you're going to pick Magneto over Quicksilver. With two exceptions the X-Office and fandom has never shown any actual desire to use or promote the character but will have a neverending screaming tantrum that only they are allowed to have him.

There is literally nothing stopping Marvel from giving the X-office non-mutants and other offices mutants.
