She was created by Donald Pierce of the cybernetic Reavers as part of a plot to assassinate Wolverine. There was a robot doppelganger of Logan (later called Albert) that was supposed to lure Wolverine into a fight and then Elsie Dee, who was basically a walking bomb, was supposed to blow him up. This was in the '90s before the healing factor became ridiculously OP.

a) Most of them are teens or older. Elsie will always be a child.
b) She's closer to his doppleganger than to him. She doesn't really have a daughterly relationship to Wolverine although they seem to get along well.
