Since basically every retcon of Supergirl's origin goes with the "She was in suspended animation for a while" retcon I'm surprised none of them took the leap to just make her and Clark siblings. I mean why not at that point?

Cousin is ideal, that way they're not too close but still from the same family. If she was his sister he would have to take a lot more care of her (or vice versa cause she will consider herself the bigger sister), lot more family drama.

IF (the premise of the original question) they were siblings, Jor-El would have to choose. Because they're living together. In the same house. And there was only room in the rocket for one.

That would make Jor-El a fucking psycopath for sacrificing his already teenaged daughter for a newborn son. The proper retcon would be she and Clark be around the same age when they meet and become lovers as the Last Hope of Krypton.

The problem with making them siblings is then the obvious sexual tension is weird for too much of the target audience.

Part of Kara's backstory is that she grew up with Kryptonian culture and she actually remembers living in that society which makes her feel more "alien" when she gets to Earth. Clark grew up on Earth and he has a stronger affinity towards humans and Earth's culture in general. If you were going to make them siblings, you would have to make her his older sister which would create story problems because he's usually depicted as an adult in his 20's or 30's and she's usually depicted as still being a teenager and having her be the big sister would change the dynamic between them.

Her being Supes' babysitter is already the best case scenario as it has the age-gap reversal thing going on. If this was any other comic or manga, she'd be the main love interest.
