No. You can blame editorial or the hubris of the modern writer or whoever you want, but the modern storytelling zeitgeist is for longform, multi-month stories. We simply don't have people pumping out two to three new characters per issue like we did in the old days, and the new characters we do get are often unsuccessful. There's simply not enough churn going on for good villains to be lost to redemption.
