Dumb old Hollywood executives saw Batman's success and thought Pulp comics from my childhood that's what the kids want. I don't even consider them cape comic, more like adventure/detective man comics.
The only real attempt at cape comics in the 90s was Captain America and the Fantastic Four and neither had a budget or creative team behind it to give them a chance to break through. 2000 X-men for how afraid of the yellow spandex it was really did go all in on big budget dumb superhero shlock.
