Is Batman: Black Mirror by Scott Snyder good?
I can see that the deluxe edition has quite a few more issues.
Does this mean that the normal trade paperback is incomplete?

Yes, it's great. The best self-contained Batman story of the past 20 years. A top 5 overall Dick Grayson comic. Up there with Year One and Player on the Other Side for top tier Commissioner Gordon stories.
Deluxe and TPB both have the same number of issues. The Deluxe Edition has extra art and stuff.

It's a Dickbats book so if you're into him it's the best book of Dick as Batman, this is also when Jock's art goes straight to hell, it's just messy and abstract, a far departure from his legendary Batgirl covers.

It's always the same amount of issues, the deluxe edition just has some more extras in the back

It's weird because the listing on my comic shop online says that the deluxe edition collects more issues than when I look on the listing for the regular tpb.
I will pick up the tpb then since it's way cheaper. Thanks!
