Assuming Starro will starve to death without the energy of thralls, how could he realistically be rehabilitated and integrated into society?

i actually had an idea once for a parasitic hero. and i don't mean like the symbiote, that's pussy shit. i mean he slowly kills his hosts and needs to periodically assimilate new ones to survive, but he still tries to be a hero with morals and shit.
as for your question, i have no fucking clue.

He can integrate all of us into Starro society.

That's a cool idea. I imagine there would be morally dubious shit with the government letting this parasite hero take criminals about to be executed as a host because its a small price to pay to have another Superhero around saving the day and shit.
I had this idea for a weird space entity that is basically a memetic parasite that gained power the most people believed in it, so it became a Superhero purely as a means of becoming a symbol that gave people hope, thus giving it sustenance.

i was thinking he'd probably scoop up a lot of homeless or unemployed and lonely people. he'd catch those that fall through the cracks of society and repurpose them.
the way i envision the character is as a sort of "failed" hero, someone with good intentions but without the moral fiber or selflessness to hang with the greats. and an example of that is how he's positioned himself as a savior of humanity while at the same time deeming vast swathes of them to be expendable.

You might want to look into the short film called The Flying Man
It has a really eldritch take on the Superman archetype
