Think of the covert assassinations he could carry out. Just open up a tiny little hole in someone's brain vein. Or espionage, gathering intelligence and/or blackmail material on opponents. Catching him would not be easy since he can hide in a pocket dimension for however long. Every law enforcement and three-letter agency on earth would want him dead, assuming he wasn't working for one of them that is.

before I knew anything about Onomatopeia I thought based on his name he had the power to manifest whatever he made the sound off. Like if he made gun sounds some invisible "force" would pew pew out of his fingers like bullets and if he made a "crack" sound then what he's aiming for would brake. What he actually turned out to be was somewhat underwhelming.

They mostly existed by not being on the front lines in front of cops, which is the issue here. The Penguin as a gang lord is sensible, which is why interpretations have tended in that direction. As your active bank robber it's a bit dicier.

Isn't it sort of the opposite? At least for me the appeal of shocker was that he was really mundane compared to many other of Spiderman's villains but consistently gave spiderman a much harder time than he was "worth". like shocker is almost an underdog, just a guy with some homemade(or prison made) tech that lets him hit really hard. Yet he is usually portrayed as consistently being a considerable threat to Spiderman when they are just duking it out.

the first time he showed up he beat the fuck out of moon knight and hunter's moon after crashing a car of goons, and only didn't shoot them dead because fists of khonshu can resurrect so it'd just make him come back angrier.

if timed properly (or with shit like sniper/artillery/missile support that allows indirect participation) he could legit be a total menace; lucky for the heroes he's content just getting paid.

that's kind of what I'm trying to get at here. the thread theme is all about supervillains who sort of feel less threatening due to their relationships in universe, but would be dangerous irl. this sort of requires them to not be so completely dangerous in universe. obviously shocker would be dangerous in real life just like any other supervillain, but I also feel like this is important to how he's written, where in universe he is underestimated. I think most stories I have seen about Shocker do actually give him that moment, where the hero thinks he's not a big deal but he turns out to be a much bigger hassle than they had hoped. obviously he still loses at the end but that's true of villains people take seriously too.

Yeah but think about that for a second. Shocker can build weapons strong enough to topple buildings and make armor that can tank hits from Spider-man out of ordinary household shit he managed to find lying around a prison. Herman is a drastically underestimated genius who could change the world if he applied himself but he'd rather make a name for himself in the supervillain game, and he's gonna keep trying as many times as it takes.
