Watters Nightwing run has been doing all this self-referential superhero commentary. Repeated references to Wertham and the Seduction of the Innocent while some third wall breaking villain does the same thing in-universe. It's very British Invasion. Very meta.

This is kinda dumb because the whole point of the code was that it was self-regulation in the industry. While the code was based on avoiding things Wertham wanted avoided, they weren't actually imposed by him. He didn't even like the concept.
The real blackpill is that the Senate hearings were just used for the biggest comic publishers to run EC comics out of town, which doomed comics to forever be a big publisher's game(but not doom them to just superheroes. That came later.)

Grey Ghost is a Shadow pastiche in the DCAU. That version of the character doesn't really exist in the DCU.
Here they're using him as an in-universe stand-in for Batman and Robin comics for the Frederick Wertham analogue to rage at.
